Psychiatric Reimbursement Reform in Korea

Abstract
The financing of mental health programs and services is an inherent and crucial consideration in policy making. In this paper, the experiences of psychiatric reimbursement reform are reviewed, and several policy alternatives reforming psychiatric payment system in Korea are discussed. Mental health utilization of patients and provider behaviors were significantly influenced by payment method and benefit design. However, we do not know that various consumer or provider cost-sharing mechanisms affect utilization and provision of mental health care, quality and outcome of care.
Highly prolonged length of stay in mental health Medicaid patients and lack of community services are soaring problem
in Korea. In order to reduce inappropriate long-term hospitalization, differentiated per diem rate setting by duration of stay, review on appropriateness of admission, reimbursement to community service, and introducing managed care system should be considered as policy alternatives.
